How to become an aerospace and defense supplier in Florida

A Florida shop gets into aerospace and defense work by picking the regional cluster that matches its processes, putting the baseline paperwork in place (federal registration, a quality system, export and cyber compliance), and using the free state help that already exists. The buyers are spread across several regions, not only the Space Coast.

Where Florida's aerospace and defense buyers are

Florida has at least five distinct aerospace and defense clusters, and each one buys different things. Knowing which one is closest to your capabilities matters more than knowing which one is biggest.

The Space Coast numbers are the easiest to see. Space Launch Delta 45, which runs the Eastern Range out of Patrick Space Force Base, reported 93 launches from the range in 2024 and called itself the busiest spaceport in the world that year. Every one of those launches depends on ground hardware, fluid systems and processing work that someone has to build and maintain.

How big defense spending is in the state

Defense is one of Florida's largest industries, which is why primes keep expanding here. According to the Governor's office, reporting on the Florida Defense Support Task Force's economic study, direct defense spending in Florida was $49.3 billion in 2020 and the military and defense industry supported more than 860,000 jobs.

Primes also talk openly about their Florida supply base. Northrop Grumman, for example, says it has nearly 8,000 employees and more than 500 supplier partners in the state. That is a company statement, not an audit, but it tells you large buyers already source from Florida shops and are used to qualifying new ones.

None of that spending reaches a shop automatically. A prime's purchasing group still needs your quality system, your registrations and your compliance to line up with its flow-down clauses before a purchase order goes out. Location helps on freight, site visits and response time. It does not replace qualification.

Free and low-cost help Florida shops can use

Florida has several public and nonprofit groups whose job is to help small shops win this work, and most of their core services cost nothing. They do different things, so it pays to know which one to call for what.

  • Florida APEX Accelerator. Formerly the Procurement Technical Assistance Center (PTAC). It is hosted statewide by the University of West Florida, with regional offices at universities such as UCF, FAU and FIU. Consultants help with SAM.gov registration, finding bids, understanding contract terms and small business certifications, at no cost to Florida small businesses.
  • FloridaMakes. The state's Manufacturing Extension Partnership center under NIST. Its published case studies include helping manufacturers work through NIST SP 800-171 and CMMC preparation, which is the cyber requirement that stops many small shops.
  • Space Florida. The state's aerospace finance and development authority, created by the Legislature in 2006. Space Florida says it is not a state agency and does not hand companies taxpayer incentive dollars. Its tools are financing (conduit financing and similar structures), spaceport infrastructure and parks such as Exploration Park.
  • Florida Department of Commerce (FloridaCommerce). The former Department of Economic Opportunity, renamed in 2023 when Enterprise Florida was folded in. It administers programs such as Quick Response Training under section 288.047, Florida Statutes. The same 2023 law repealed the old qualified defense contractor and space flight business tax refund program, so older articles that mention it are out of date.
  • Local economic development groups. County EDCs, such as the EDC of Florida's Space Coast, run supplier and contracting programs and know which primes are expanding.

The paperwork a Florida shop needs first

Nothing about the core requirements is Florida specific. A shop in Titusville needs the same baseline as a shop in Ohio, and the state programs above mainly help you get there faster.

  1. SAM.gov registration to get a Unique Entity ID, which many primes now ask for even on subcontracts.
  2. A quality system. Most aerospace buyers expect AS9100 or a clear path to it. See what AS9100 costs a small shop.

Choosing your first target in Florida

Start with the cluster whose work looks most like what your machines already do, then pick one or two tier-one or tier-two suppliers inside it rather than the biggest prime. A shop that turns aluminum housings has a natural fit with defense electronics buyers in Melbourne. A shop that welds stainless tube and can clean to oxygen service fits launch site ground systems around the Cape. A harness shop fits both the Orlando simulator market and Space Coast avionics.

Questions

Do I need to be in Florida to sell to Florida aerospace companies?

No. Primes and their suppliers buy nationally and qualify shops on capability, quality system and compliance. Being in Florida helps with freight cost, site visits, quick turns and supporting launch campaigns where a part may be needed on short notice. For ground support and launch site work around the Cape, a local shop that can deliver the same day or send a technician has a real edge, but out of state shops still win plenty of Florida work.

Does Florida offer grants to help a shop get AS9100 or CMMC?

There is no single state grant that pays for AS9100 or CMMC. FloridaMakes, the state Manufacturing Extension Partnership center, offers consulting and has helped manufacturers with NIST SP 800-171 and CMMC preparation; ask them what their fees and any subsidies look like this year. FloridaCommerce runs Quick Response Training for new or expanding businesses. Your regional Florida APEX Accelerator office can tell you what is open now, since programs and funding change from year to year.

What does the Florida APEX Accelerator charge?

Its core consulting, training and information services are free to Florida small businesses that want to sell to government agencies as a prime or a subcontractor. The program was called PTAC until the Department of Defense moved it to its Office of Small Business Programs in 2022 and renamed it. Offices are hosted by universities around the state, so call the one nearest you.

Is Space Florida a source of incentive money for small suppliers?

Generally no. Space Florida describes itself as a finance and development authority, not a state agency, and says it does not give companies taxpayer backed incentive dollars. It mainly helps larger aerospace projects with financing structures and spaceport infrastructure. For a small shop, its value is indirect: the projects it supports, such as factories in Exploration Park, create the demand for parts and services.

Which Florida region is best for a small machine shop?

It depends on what you make. Melbourne and Orlando lean toward defense electronics, sensors and simulators, which buy precision housings, brackets and enclosures. The Cape area buys ground support equipment, fixtures and fluid system hardware. Jacksonville and the Panhandle lean toward aircraft maintenance and sustainment. Match your materials, tolerances and lot sizes to the buyer, then chase a few mid-tier suppliers in that region first.
